Indian Electricity Rules for Earthing

the main objective of bringing Indian Electricity Rules into the constitution.

Indian Electricity Rules

Indian Electricity Rules No:-33 (Earthed Terminal At Consumer's premises)

(A) the supplier shall provide for and maintain at the consumer’s premises,the consumer uses a suitable earthed terminal in or near an accessible position point of commencement of supply a defined under rule 58.

provided that in case of medium,high or extra high voltage installation the consumer,in addition to the above earthing arrangement,shall provide their own eathing system with an independent electrode.

provided furter that the supplier cannot provided an earthed terminal in the case number of installations already connected to his system on or before the date of occurence specified by the state government in this regard if it is satisfied that theearthing system of the consumers is efficient.

(B) the consumer should take all reasonable precaution to prevent mechanical damage to the grounded terminal and its lead to the supplier

(C) the supplier may recover the cost of installation from the consumer on the basis of a schedule of charges notified in advance and where such schedule free has not been notified,the procedure prescribed in sub-rule(5) of rule 82 shall be applicable.

Indian Electricity Rules No:-33 periodical inspection and testing of consumer's installation

A. (i) where an installation is already connected to the supply system supplier,each such installation shall be inspected and tested from time to time:
an interval of not more than five years by the inspector or any officer appointed to assist by the inspector or supplier as directed by the state in the case of establishment belonging to or on behalf of the government or under control of the central government and in the case of establishment in mines,oil fields and railways by the central government.

(ii) where the supplier is directed by the central or state goverment to:the case may be to inspect and test the installation,he shall report on the condition regarding the installation to the consumer concerned in the form approved by the inspector and shall submit a copy of such report to the inspector or any officer appointed to assist the inspector and authorized under sub-rule(2)of rule 4A

(iii) on the basis of observation,on the basis of investigation may be accompanied by such changes as contained in IX-A this condition is required for join with this sub-rule.

B.(i) the fee for such inspection and testing shall be determined by central or state goverment as the case may be,in the case of each category to the consumers and shall be payble in advance by the consumer.

(ii) even in the event of a consumer failing to pay the duty on or before the date specified in the duty notice,shall be supplied to the establishment of such consumer can be cut off under the direction of the inspector.
like this however,the disconnection shall not be done with out the supplier giving seven clear days.noticein writing to the consumer of its intention to do so.

(iii) in the event of failure by the owner of any installation to repair the same defects in its installation are pointed out by the inspector or any officer appointed to assist and authorize him under sub-rule(2) of rule 4A in the form prescribed in annexure IX and within the time specified therein,such establishment

shall be liable to be disconnected 1 under  the instruction of the inspector after serving the owner of such establishment with a notice.
provided that the installation shall not be disconnected in case of appeal the appellate authority under rule 6 has stayed the order of amputation.

provided also that time indicated in the notice shall not be less than 48 hours in any case.provided also that nothing in this section shall affect application of rule 49.

(C) notwithstanding the provisions of this rule,the consumer shall at all times in such event the establishment there of shall be solelyresponsible for the maintenance of : be free from danger.

Indian Electricity Rules No:-47(testing of consumer's installation)

(A) on reciept of an application supply of energy and before connecting the supply or reconnecting it after a period of size month,the supplier will inspect and test the installation of applicators.
the supplier shall maintain a record of the test results obtained at each supply point:a consumer,in a from to be approved by the ispector.

(B) if as a result of such inspection and testing,the supplier is satisfied that likely to constitute a threat to the establishment,he shall serve a notice to the applicant the writing requires him to make such amendments as are necessary to submit installation safe.the supplier may refuse to connect or reconnect the supply unless necessary amendments have been completed and notified by applicant.

Indian Electricity Rules No:-67(connection with earth)

(A) all non-current carrying metal parts attached to HV/EHV installations shall be effectively mounted on a grounding system or mat which:-

(i) limit touch and step potentials to tolerable values.

(ii) limit ground potential rise to tolerable values to prevent hazard due to transfer of potential trough ground,earth wires,cable sheath fence pipe lines,etc.

(iii) maintain the resistance of the earth connection as such a value effective operation of protective equipement.
